INTRODUCTION
The Pioneer Highlands Civic Association, Inc (PHCA), a 501c3 nonprofit organization, is dedicated to supporting high-quality standards in the Pioneer Highlands subdivision by facilitating the maintenance of the subdivision's private residential beach, encouraging community engagement, and supporting the safety of all residents.

Where is Pioneer Highlands located?
The Pioneer Highlands Subdivision & Park are located in the southwest corridor of Pontiac's District 2 boundaries. In January 2025, Pontiac's City Council adopted a new council district concept, as required by the city's recently adopted charter. The map to the right shows District 2's boundaries through 2030, and highlights the location of Pioneer Highlands and PHCA.
